IEPs Target California Kids

IEPs (Improvised Explosive Pens) have injured three people at two schools in the El Monte Union High School District. The pens, which explode when their caps are removed, have been found laying on the ground at the schools. Kids, don't flick your Bic! The police have narrowed down the source to some ice cream carts.

"We found pyrotechnics on the ice cream carts, but they didn't have any pens. None of the improvised devices could be traced back to the ice cream carts." - Detective Gary Spencer
Wait....they have ice cream carts with pyrotechnics? Sweet.
